Mr Livingstone was appointed as Assistant Chief Constable (Crime and Operational Support) in April 2009. He has responsibility for Crime Division, which includes Major Crime, Crime Operations, Force Intelligence, Public Protection and Special Branch; Operations Division, which includes Roads Policing, Licensing, the Force Communication Centre, Public Order, Operational and Emergency Planning, Firearms, Mounted and Dog Sections; and Criminal Justice, which includes Criminal Records, Summary Justice, Productions, Fingerprints and Warrants.

Mr Livingstone is Chair of the ACPOS Family Protection Portfolio, which has national strategic oversight for the Scottish police service in regard to sexual crime, domestic abuse and child protection.

He was appointed Deputy Chief Constable of the Police Service of Scotland in April 2013.
